Good question SJRWMD Permit 161828-2 Conversion of an existing aesthetic pond converted to wet detention system to serve miscellaneous improvements in an existing park, i.e. the permit that allowed the ponds to drain into the already overtaxed system that drains into Hopkins Creek and coincided with the culvert replacement (SJRWMD Permit 161828-3), states the following: 2. Water Quality Analysis: a. Provide a description of the proposed stormwater treatment methodology that addresses the type of treatment, pollution abatement volumes, and recovery analysis. The three interconnected existing park ponds are aesthetic ponds that offer significant stormwater treatment capacity. The ponds make up 30% of the pond basin area. The normal water level (NWL) is artificially maintained by the city to about elevation 4.0. If the city did not fill the ponds, they would mostly dry up such that they function primarily as augmented total retention areas. Hence most of the runoff entering the ponds is percolated through the bottom or sides of the ponds or evaporated. The city will continue to use the ponds by artificially maintaining the NWL. See 3.b. below for drainage areas to ponds.
