Theft thwarted at South Beach Regional Shopping Center. Report from Jacksonville Beach Police Department.
"On 11/18/2023, at approximately 2:11 p.m., officers were dispatched to a reported theft from Ulta Beauty, located at 3928 3rd Street South. Prior to officers’ arrival they were advised of a suspicious vehicle parked in front of Staples (across the parking lot from Ulta). This vehicle was occupied by a black male believed to be one of the suspects, later identified as Gilbert Simmons. While officers approached the area, they observed a white male exiting Staples in a hurry with a cart full of merchandise, being chased by Staples employees. That suspect, later identified as Joshua Hough, started throwing the merchandise into the vehicle and when approached by police he fled on foot. The driver, Gilbert Simmons, of the vehicle was taken into custody without incident and the other suspect fled on foot to Home Depot where he attempted to hide from police inside the store. However, officers were able to locate this suspect and take him into custody without incident. Further investigation revealed Hough had stolen merchandise from five stores within Jacksonville Beach (Rack Room Shoes, Books-A-Million, Ace Hardware, Ulta Beauty, and Staples) totaling approximately $4,200.00. Gilbert Simmons a 37-year-old black male was charged with 2 counts of accessory to grand theft. Joshua Hough a 38-year-old white male was charged with 3 counts of petit theft and 2 counts of grand theft. Both men were booked into the Duval County Jail. "
